If Health Sciences plays a league schedule and can be considered a league champion, then why are they seeded as an independent?

Section VI does not recognize the Charter Cup as a league and seeds all charters as independent, with the exception of CSAT, who plays in the NFL.
The remaining charter schools (Health, Tapestry, BASCS, Global Concepts, Maritime, and Oracle) have consistently scheduled and played a home and home against each other every season, accounting for 10 of their 20 games each year. They also select their own Charter All-Star teams, which I always include in my annual WNY All-League post.
Because the charter schools are treated as independents by Section VI, all games count towards power points, rather than just league games.
